Stout, the Owner and Manager of Dallas Mobile Fingerprinting, is a Certified Fingerprint Technician approved by the Texas Department of Public Safety’s Private Security Bureau (#4634), by the FBI, FDLE, and FINRA. Neal is fully qualified and approved to record fingerprints for all 50 states, for the FBI, for FDLE and for FINRA to conduct both ink and electronic live scan fingerprinting. As a commissioned Texas Notary Public, Neal also provides expert Notary Public services.

His expertise is demonstrated by his extraordinarily low classification rejection rate of 1%, having fingerprinted thousands of individuals throughout his career. Upon request, Neal can provide official certification prior to conducting the fingerprinting process, ensuring complete confidence in the services that he provides.
In 2008, Neal identified a significant gap in the Dallas-Fort Worth, Texas metroplex area for reliable, mobile fingerprinting and Notary Public services. Recognizing the limitations of local law enforcement agencies, who only provide fingerprinting to their residents during limited hours and do not offer mobile or Immigration fingerprinting services, he promptly founded Dallas Mobile Fingerprinting.
